The OFC Congress is the gathering
of Oceania’s football family. With all
11 member associations in attendance, the Congress makes decisions relating to
OFC’s governing statutes and the method by which they are implemented and
applied. It also approves the annual report and holds elections, most notably
for the OFC presidency.
In the spirit of democracy, each
member association has one vote, regardless of its size or footballing
strength.
The OFC Congress – the most
important cog in the governing body’s wheel – normally meets every two years.
However, in recent times, the Congress has taken place annually in an
extraordinary meeting. The introduction of annual meetings allows the regional
parliament of football to influence decisions on an ever-growing number of
issues.
The OFC President has an important
function during the Congress: he or she presides over it and ensures that the
debates are properly conducted. After the Congress, the president is then
responsible for ensuring that the decisions passed are implemented.
