Moran steps into the role after the decision by former chair, Frank van Hattum, to stand down in January.
Deputy Secretary of the Treasury, Moran has served New Zealand Football as deputy chair of the organisation since May 2008.
A new chair will be elected after the 2014 Annual Congress as Moran also holds the position of chair of the Local Organising Committee for the FIFA U-20 World Cup to be held in New Zealand in 2015.
