Vakatalesau signed for the Port Moresby-based club prior to the start of the 2011 O-League in October but is yet to appear for his new team in a competition match.
Hekari coaches Tommy Mana and Jerry Allen have been unable to use their star signing due to a dispute with Vakatalesau’s previous Fijian club Lautoka over the transfer.
But the matter has now been resolved and the Fiji Football Association (Fiji FA) has issued Vakatalesau with an international transfer certificate.
“I can confirm that Lautoka and Hekari have reached an agreement, with the assistance of Fiji FA President Dr Sahu Khan and OFC General Secretary Tai Nicholas, which now sees Osea eligible to feature for Hekari,” Fiji FA chief executive officer Bob Kumar says.
Vakatalesau is the sixth Fijian to sign with the club, the others being Pita Bolaitoga, Tuimasi Manuca, Malakai Tiwa, Alvin Singh and Simione Tamanisau.
The FIFA Club World Cup UAE 2010 takes place in Abu Dhabi from December 8 to 14 and Hekari are in action on the first day against hosts Al Wahda.
If they win that match they will go on to face Asian champions Seongnam in the quarter-finals, while a dream semi-final meeting with Italian giants Internazionale is also a possibility.
