The Fiji FA made the decision at its council meeting held on Saturday, 17 August at the National Football Academy in Ba.
Fiji FA president Rajesh Patel said the move is part of the build-up for the 2015 OFC U-20 Championships, the qualifier for the FIFA U-20 World Cup.
Patel said one side will be based in the west and the other in the south region.
“The south side will play the southern-based Super and Premier League sides and the west team will do the same in their zone,” Patel says. “At the end of the day it will not affect the standings of the other teams as points for matches against these two sides will not be counted in the overall standings.
“Instead, separate standings will be created for these two sides which will be totalled at the end of the season and initiatives which have been lined up will be given according to wins,” he says.
He adds that the northern division will not be left out, even though the initial plan is just to have the two U-20 sides join the league.
“We are trying to work on various plans of how best to accommodate a northern U-20 side. In the meantime, if any player from Vanua Levu is interested in featuring for either of the other two sides he is welcome to do so.”
Imdad Ali will coach the southern team while Lautoka coach and 2013 national U-20 coach Ravinesh Kumar is being eyed for the western role.
