Howieson joined Burnley on a professional contract at the end of last season and has made two substitute appearances as well as impressing in the Clarets’ youth side.
The 18-year-old will be available for Doncaster’s next five games before linking up with the Junior All Whites on March 12, with the Oceania tournament running from March 21-29.
Burnley coach Sean Dyche sees the move, which will see Howieson play under ex-Clarets midfielder Brian Flynn who was appointed as coach last month, as an important step in the teenage midfielder’s development.
“I think it will be a great experience for him, on and off the pitch, being at a different club with a different regime which are all the things that go into the melting pot of a young professional earning their spurs,” Dyche says.
Howieson has been given squad number 22 and could make his Doncaster debut as early as Saturday against top-six rivals Yeovil Town, a prospect which excites the young Kiwi.
“It’s good to be here and I’m looking forward to it,” Howieson says.
“It’s my first loan move out so it’s a big experience for me. I will take it day by day and hopefully I will get some good experience from this.”
